Position Summary

We are looking for a dedicated Community Engagement and Accountability (CEA) Officer to lead and support activities that enhance transparency, participation, and trust between communities and the Red Cross. The role involves designing and implementing systems to ensure that community voices are heard and acted upon throughout all stages of program and project delivery.


Key Responsibilities

  • Develop and implement feedback and complaints mechanisms that allow communities to safely share opinions, concerns, and satisfaction levels.
  • Conduct community outreach, awareness-raising, and communication campaigns in close collaboration with volunteers and branch staff.
  • Facilitate community participation in needs assessments, planning, monitoring, and evaluation processes.
  • Support training and capacity building of staff and volunteers on CEA principles and tools.
  • Analyze community feedback and coordinate with project teams to ensure timely, appropriate responses and program adjustments.
  • Ensure inclusion, protection, and gender sensitivity are mainstreamed into all community engagement efforts.
  • Document lessons learned and contribute to internal and donor reporting.

Required Qualifications and Experience

  • University degree in Social Work, Community Development, Communication, Development Studies, or a related field.
  • Minimum 2–3 years of experience in community engagement, accountability, or participatory approaches in humanitarian or development work.
  • Familiarity with Red Cross Red Crescent principles and community-based programming is a strong asset.
  • Strong facilitation, interpersonal, and communication skills.
  • Experience in working with diverse communities, especially vulnerable or marginalized groups.
  • Fluency in Mongolian; English proficiency is an asset.
  • Willingness to travel to rural and remote areas.
